Will GALILEO create an (interely) new industry in Europe?
A major objective of the entire GALILEO programme is to establish a new industry in Europe, which is currently believed to be mainly in the
hands of USA.
A GALILEO business is going to be created if the demand for GALILEO is considered to be real. It will be up to entrepreneurs to judge for
themselves whether to invest in a GALILEO receiver or not. Depending on the application, GALILEO might make sense regardless of government
mandates, e.g. high precision positioning – for this application additional signals will definitely give users a real benefit which will justify the
development of a hybrid GPS / GALILEO receiver.
Assuming now there are sufficient European entrepreneurs around who see a need for a GALILEO receiver. In that case it would make sense
to find elements and components which each receiver needs to have, but do not allow much of a product differentiation at the end. For example,
each computer today has a processor, and most PC manufacturer choose Intel’s Pentium processor instead of developing its own device.
There are for sure components, which could form a platform as a common denominator for a (GALILEO) receiver. This platform could be developed
jointly among (European) companies which then in return will benefit from this development through shared development costs as well as
lower unit prices as a result of higher combined volumes.
Such platform will be a minimal common denominator and only comprise those components to which all participants can agree. This at the
same time guarantees enough freedom to develop complete (GALILEO) receivers with sufficient differentiation, allowing competing against
each other with those receiver parts which are not part of the common platform.[1]
