The satellite communication is the most appropriate to the mobile communications because of its performance of wide range and high speed communications. One of the factors which determine the cost-competitiveness is how the service can be provided at the optimal time. Further, the success of the mobile satellite communications system depends on how early and user friendly terminal to be developed. However, in actuality, the surprised penetration speed of the terrestrial cellular phones has prevented from the success of the mobile satellite communications system, especially in the case of LEO satellites. This suggests that the satellite service should be s started at the optimal time.
